Intelligence and the Brain: Solving the Mystery of Why People Differ in IQ and How a Child Can Be a Genius (Dennis Garlick) - 130

To put it simply, something becomes more difficult to understand the more “abstract” it is. Both children and adults can very easily understand concrete concepts such as an instruction to eat an apple or to kick a ball. On the other hand, if an instruction involves a more abstract meaning, understanding is much more of a challenge.
Indeed, a well-known survey of 661 intelligence researchers found that 99.3% of respondents believed that “abstract thinking or reasoning” was central to intelligence, more than any other characteristic.

even more problematic is that speed of information processing does not explain intelligence. (中略) This suggests that faster speed of information processing is not a sufficient explanation in itself for the superior ability to perceive or understand abstractions.

exposure to schooling is what leads to the development of the ability to understand many abstractions. Natives from other cultures who are not given formalized education cannot understand these same abstractions, even though many adults exposed to a formalized education take them for granted.
So, again, the ability to understand abstractions is dependent on the environment.

Despite this, as is shown in Figure 7, even children with relatively low intelligence do eventually develop the required neural connections for many abstractions. This indicates that the development of the ability to understand abstractions is due to some shaping mechanism. If a child has difficulty understanding a particular abstraction initially, the neural connections will keep on changing until they can eventually understand the abstraction—it just takes them longer. So, there is no fundamental limitation in the brain that places a ceiling on the performance of someone with a lower IQ.
